FFL Transfer Services
At D9Firearms our business is built on providing transfer services for our local residents purchasing firearms out of state. Providing transfers is an integral part of our business since we know we are not always able to procure the exact firearm you are looking. We are always glad to handle your transfer and have provided some basic information below to assist you in the transfer process.
I. When is a FFL transfer required?
There are numerous rules that apply to transferring firearms but a couple of the most common are:
· When transferring ownership of a firearm and shipping it across a state line a FFL dealer is required.
· When transferring ownership of a firearm person to person it is not required to use an FFL dealer. However, it is recommended to use a FFL dealer since they can perform the background check with the FBI. This is the safest and most prudent option since it also helps protect you from any liability.
II. Types of Firearms that D9Firearms can transfer.
D9Firearms is a Class 3 firearms dealer and can transfer the following firearms for Kansas residents:
· Pistols – which include revolvers and semi-auto handguns.
· Rifles – any standard rifle (bolt, semi-auto, pump, single shot, etc.) that has a barrel length of 16” or greater.
· Shotguns – any standard shotgun (bolt, semi-auto, pump, single shot, etc.) that has a barrel length of 16” or greater.
· Any caliber up to and including 50BMG.
· The buyer must receive the firearm at D9Firearms place of business.
· Class III:
· Suppressors – Making the world a quieter place.
· Machine Guns (Preban 1986 for cilivians) – making the world a funner place to play.
· Short barreled rifles & shotguns – putting home invaders on notice.
D9Firearms can also perform transfers for residents of any other state. However, the following rules apply:
· The firearm can only be a rifle or shotgun as listed in II.a.ii and II.a.iii above.
· The buyer must be present at D9Firearms place of business to receive the firearm.
III. Types of Firearms that D9Firearms can not transfer.
· Any other Weapon (AOW). Pen guns, cane guns, clandestine type of firearms.
· Explosive or destructive devices.
· Damn the bad luck.
IV. Transfer Requirements.
When transferring a firearm from an individual or business that requires the firearm to be shipped to D9Firearms the following will be required:
· Contact D9Firearms and request a “Signed File Copy” of our FFL to send to the seller. We typically fax this to the seller. If the seller does not have a fax we will mail it.
· Provide the seller’s information to D9Firearms which should include; name, address, phone and fax number. The preferred method is by email. This allows us to better track required documentation flow.
· Provide anticipated shipping date. Once the seller has confirmed the shipping please contact D9Firearms by phone or email as to when to expect your firearm.
· Provide D9Firearms your contact information. The preferred method is by email and can be included with the seller’s information.
· The buyer must be at least 18 years old for rifles and shotguns and at least 21 for handguns.
· The buyer must be present to receive the firearm and present the proper state identification. A current driver’s license is preferred.
When transferring a firearm to a person out of state or any other individual, the purchaser must have their local FFL dealer provide you a copy of their FFL. The firearm must be shipped to the dealer’s place of business listed on the license. As an individual you can ship the firearm directly to the FFL dealer. Always verify the license, even ours. V. Transferring the firearm to you.
Once the firearm arrives at D9 we will contact you by phone and/or email to inform you that your firearm has arrived. We will then set an appointment for you to come to D9 and complete the ATF paper work. Once you have filled out the form and presented your state ID we will contact the FBI NICS operation center to approve the transfer. Typically the background check clears within minutes. Occasionally transfers are delayed and within a couple of days the FBI approves the transaction. In the event of a delay we will contact you once the transfer is approved and reschedule your appointment.
VI. Transfer Fee’s
For transferring a single pistol, rifle or shotgun to an individual:
· $20
For transferring multiple rifles or shotguns to an individual on one form:
· $20
For transferring multiple pistols or more then one 4473 form or receiving firearms from multiple sources to an individual:
· $30.00 (This requires an additional form to be mailed and faxed to the local Chief Law Enforcement Officer and FBI.)
VII. Shipping Requirements when transferring firearms through D9.
When using D9Firearms as your transfer agent we request that the sender use the following methods when shipping a firearm to D9:
· Add “Signature Required”. This cost 65 cents and guarantees that D9 will receive your package. We stress this to everyone since we operate a home based business. This protects you, the sender, and D9 from your package being left on a door step by a shipper.
· Add “Tracking”. This cost 65 cents and allows you to verify the package has been shipped. It also allows you to track the delivery process and inform D9 as to any delays in the shipping. This shipping number can be verified at the shipper’s website. Also forward the shipping information to D9 to allow us to monitor the inbound freight.
· When D9 is shipping items to out of state clients we will include both items above and add insurance to protect against minor shipping damage. If full insured value is requested we will pass on the actual cost.
· Typically we use the US Postal Service to handle most of our shipping. They typically have the lowest rates and are the most conveniently located to D9.
· UPS is also a very good shipper and we tend to keep them busy on our inbound shipments from our wholesalers.
